Dragos is the Founder and the Managing Partner of Roman | Partners practice. He is practicing law for over 15 years.

He is a licensed lawyer and a member of The New York State Bar, The Bucharest Bar, The National Association of Romanian Bars and The Council of Bars and Law Societies of Europe (CCBE).

Dragos has extensive knowledge of business law and has experienced legal work both in Romania and abroad. He has previously dealt with various complex transactions having undertaken legal work with three top domestic law firms for several years. He has also experienced work in Milan with one of the largest Italian law firms with offices in Rome, Genoa, Milan, London, Tokyo, Zagreb, Sofia and Belgrade.

Dragos acted for major players on the business market in Romania, especially in business law area, with a focus on banking and finance, acquisitions, commercial and corporate, real estate, and has interacted with corporate clients from across entire world. He provided legal services to foreign companies operating on or having interests in Romanian business market, mainly from the US or UK, but also Germany, Italy, France, Finland, Switzerland, Austria, Greece, Cyprus, Holland, Singapore, India etc. He has advised international clients in various multi-million euro transactions, property acquisitions, development and investment projects and has acted in multiple cross-border M&A operations. He has assisted subsidiaries of major international banks in the financing operations of various projects in transactions exceeding several billion Euros.


Dragos provided legal advice and assistance to US clients, such as the US Embassy in Romania and the US Department of State, Washington D.C., for which he acted as legal counsel for many years in projects exceeding many million dollars, world's leading company in games industry Electronic Arts which he advised, among others matters, in connection with a US$680 million transaction or leading American private equity fund Warburg Pincus that undertook development projects in Romania of over Euro 300 million, tech companies BlueSpace Software Inc., Digg Inc. and Oracle, US advertising corporation Young & Rubicam, Marriott Hotel, InterTractor America Corporation etc., prestigious US law firms, such as Fried, Frank, Harris, Shriver & Jacobson LLP, Kirkpatrick & Lockhart Preston Gates Ellis LLP (K&L Gates LLP), Sheppard Mullin Richter & Hampton LLP, Maupin Taylor - currently Williams Mullen, UK clients and law firms, such as premier international law firm Norton Rose in connection with projects exceeding Euro 100 million, UK law firm Osborne Clarke, the European Bank for Reconstruction and Development, investment company RED Management Capital, telecom company Orange UK, Allied Domecq Spirits & Wine Limited, BP Petroleum etc., German companies Metro Group, Metro Cash & Carry, Real Hypermarket, Praktiker AG, French DIY retailer Bricostore, French Bank BRD Groupe Societe Generale, HVB Tiriac Bank (currently Unicredit Bank), Finnish companies Karelia Corporation and Elcoteq SE, Cypriot ship owner LMZ Transoil Shipping Enterprises, SUEZ Group etc., in projects exceeding several billion euros.

    • assisted European Bank for Reconstruction and Development on Euro 25 million revolving refund guarantee and working capital facility to the Romania based shipyard Daewoo Mangalia Heavy Industries
    • assisted a Cypriot company in taking over the majority stake in Libra Bank
    • advised VA Tech Hydro, Switzerland, on the joint venture with state-owned Danube hydropower plant "Portile de Fier II" to finance technological upgrade
    • advised Romanian State Agency for the Recovery of Bank Debts (AVAB) in connection with nonperforming loans granted by state-owned bank Bancorex
    • assisted Romania company Kraft Sac in connection with asset acquisition by Austrian corporation Frantschach Packaging
    • advised Cafer Sadik Abalioglu Holding from Turkey in the joint venture with Finnish company Huhtamaki Oyj for molded fiber packaging business
    • advised automotive companies Porsche Romania, Romcar Ford and Opel Erebus on commercial, contractual and product liability matters
    • advised wine manufacturer Murfatlar on commercial issues; also represented the company in trial proceedings against State Ownership Fund and the Administration of State Patrimony
    • advised national operator Romtelecom, Cosmorom, OTE Hellenic Telecommunications and Intrarom on IT&C, corporate and commercial issues
    • commercial and corporate legal advice to Oracle
    • advised state-owned chemical products company Oltchim SA in privatization process
    • legal advice to national shipping company Navrom on international debt aspects
    • advised German company Willi Betz on contract with Renault for exclusive transport and distribution in Romania
    • assisted Metro Cash & Carry on product liability and regulatory aspects
    • advised BP Sales on exclusive distribution agreements for Romania
    • advised Young & Rubicam on advertising regulatory aspects in connection with prerogatives of National Council for Audiovisual (CNA)
    • supported Orange UK in connection with regulatory aspects in promoting roaming facilities and prize draw - acted together with Kirkpatrick & Lockhart Nicholson Graham LLP
    • legal advice to Daikin Europe on environmental issues in connection with import and use in Romania of ozone-depleting substances
    • advised Grand Hotel Marriott Bucharest on construction issues and business licensing
    • legal counsel to Romanian Ministry of Finance and US Treasury for program joint development
    • advised coffee maker Tchibo Holding in pre-trial remedies with Romanian Customs Authorities on importation issues
    • assisted UK based Allied Domecq Spirits & Wine Limited in trademark litigation
    • represented German company Max Aicher AG against APAPS (former Romanian State Ownership Fund) in privatization trial
    • represented A.C. Toepfer International GmbH in the Arbitration Court of the Romanian Chamber of Commerce and Industry in banking dispute in connection with payment of US$ 2.5 million bank guarantee letter
    • assisted tire company Continental in tax litigation against the Ministry of Finance
    • represented packaging company Ecopaper in tax litigation against the Financial Guard on environmental issues
    • advised Romanian Press Association (Clubul Roman de Presa) on various legal issues
